um rukia and hyouton are different Rukia manipulates Ice Hyouton manipulates ice and is known as the crystal manipulators which is beyond different from Rukia because their ice is made from their body they don't need water or ice to create it they create it with out being near water which is why the ice is clearer than regular ice and is as hard as a crystal
